The EU Wants AI Screening It Cannot Yet Explain

The European Commission is facing pointed questions from its own oversight bodies over how it plans to use artificial intelligence in recruitment. According to reporting on the exchange, the body that wrote the rulebook on trustworthy AI is now being asked to prove it can meet its own standard when the system doing the screening is its own.

The detail worth sitting with is not the irony, though there is plenty of it. It is the fact that the institution best placed to understand AI risk still struggled to answer basic questions about explainability, bias testing and candidate recourse in its own hiring pipeline. If the authors of the rulebook find this hard, the average employer running an off-the-shelf screening tool almost certainly has no good answers either.

You cannot regulate a hiring tool you cannot explain to the people it rejected.

This is where the talent market gets interesting. Every organisation using AI to filter candidates is now one audit, one journalist, or one rejected applicant away from having to explain its model in plain language. That requirement does not sit with a vendor contract. It sits with a person, and right now very few people inside HR or talent functions can actually do it. The premium is shifting toward hires who understand both the recruitment process and the mechanics of the tool making the recommendations, a combination that is still rare and getting more valuable by the week.

Companies that treat AI screening as a plug-and-play cost saving are quietly building the same liability the Commission is now being questioned about. The ones that win the next round of scrutiny will be the ones who hired for explainability before they were forced to.

For hiring leaders, the practical read is simple. Before your next AI-assisted hiring round, make sure someone on your team can explain the model's decisions to a regulator, a journalist, or a rejected candidate, in that order of difficulty.
